How much or often should our tortoise eat?

Our tortoise, Lenny, used to eat a lot.  Then he went through a period where he would not eat at all.  It was very hot and humid.  I assumed that he was trying to aestivate(Spelling???).  He is otherwise healthy.  I have changed his housing to a small kiddie pool with 50/50 mix of bed a beast and play sand, kept slightly moist.  I have a basking lamp for him with a temp of about 90 degrees.  He has a hide area, a water dish big enough for him soak in, although he never soaks in it, and a food dish.  We take him outside for atleast 1/2 hour each day for exercise and sunshine.  I have been soaking him for 25-30minutes each day, as I was not soaking him before a couple weeks ago.  I offer him a diet of zucchini, kale, leaf lettuce, dandelion greens and an occasional carrot.  He seems to eat now every few days but not very much.  It has been considerably cooler weather.  Could he be slowly working himself out of his hot summer rest?  I have tried giving him dried timothy hay, he did not even toch it.  He shows no signs of a cold.  Any advice?    ??? We purchased him in May and I had him to the vet for a clean bill of health.  She did give me a small amount of Panacur to sprinkle on his food just in case.
